Let's resume what we need to do.

1) Admin Panel:
- admin is able to generate and send "auth code" to profile's email by clicking special button.
- admin can review received photo from profile with generated number
- admin is able to set new status "authed" for each profile.
- admin can browse authed/not authed profiles (like male, female and etc)
2) Frontend:
- special interface to upload photo with auth number (photo can't be deleted by member. Only admin can delete it or he can regenerate new number and current photo will be deleted if exists)
- if member was authed, the special icon or word will appear.
- add new page "Authed members"

I also suggest the following things:
1) Create 2 new statuses:
- profile not authed: as is
- profile pending authed: when profile uploaded his photo with secure number and pending authed. Admin can easy browse such profiles and auth them.
- profile authed: as is
2) When profile uploads new standard photos, his status becomes "not authed" automatically, even if his status was "authed". Admin review his new photos and compare the person on this photos with  existing photo with secure number.
3) The ability (optional) to send auth code to profile automatically, when he uploads new photos.

What do you think guys?

Yesss...I like it..

The only thing is that all this should be made optionnal so that each admin of each website can decide to use it or not ( Authenticate or No )...The important thing is to have it available for the admins who DO want to use it so that's it's easily functionnal when they do decide to authenticate the user's photos on THEIR website...I know we will for sure !! and i'm sure others will too...

Adden,

A few changes to what you describe:
1) Admin
- I don't want Admin to have to do anything if at all possible, if it's possible to automate things.  Therefore I don't want admin "is able to generate and send "auth code" to profile's email by clicking special button.".  I want every profile to automatically have an authorisation number which is visible to the user when they sign in (and optionally, depending on whether the admin chooses to make the authorisation code and photo visible to everyone or not, visible to everyone)
- Admin defines range of random number: Auth_number_low, auth_number_high (e.g. 11 and 99 for a two digit number)
- Admin should have the option to link standard photos to the authorisation system or not, with a "reset auth flag when standard photos uploaded" flag.
- Admin should be able to say whether Auth photo should be publicly displayed or not: "Auth photo public?" flag.
- Admin button to generate a new/different auth number (it will ususally be automatic, but I can forsee the need to force generation of a new number for a given profile)

(2)
- member can delete his authorisation photo if he wants (it's his/her photo!), but if he/she chooses to delete it, then the authorised status automatically gets reset.
- I don't want any of this "send" auth code stuff - I want the user to be able to read it when he/she logs on to his profile

Here's an option I saw in aspnetdating software which may do what you want...the below are admin options.

Enable "Real Person Verification" functionality – this option if enabled (checked) gives opportunity to users to certify that other users are genuine. Adds an extra action “Certify that this user is Genuine” in the user’s Actions panel. If the user is certified by the required number of users a green check box appears in his/her profile.
