I notice there are a number of page titles which all share the same key->value pair so it seems impossible to change the title of one page without another. 

For example, the following pages (among others) all seem to share the same title:
  • top_rated_photos.php
  • links_directory.php
  • profile_preferences.php

(see attached doc for an example)

They all share the language item: prefix "meta_info", key "_header".

I want to be able to give each page a unique name, but how?

If you want to change "header" for "top_rated_photos.php" you should go to Admin Panel>Languages>meta_info and create the following key - "top_rated_photos_header". Fill in the value for the key. That's it.
