What's the difference between "messages" and "readable messages" (see attachment)?

Messages – is a feature that allows members to send messages to other members. These messages will be read by the recipient only if his membership type allows to read messages.

Readable messages – is a special feature that allows to send messages to all site members. Even to those who are not allowed to read messages.
