I think it would be useful as part of the anti-spam measures to be able to ban a particular e-mail address.

Although users may have several e-mail addresses, if we discover someone who is spamming/scamming, it would be one extra tool to cause them problems if we can ban their e-mail address.

Yes. I agree with that. It could work in the same way as the IP banning.

By the way, the trick I'm using to block spammers is the following:

1) I've defined a membership type called "blocked", this membership type is not allowed to do anything
2) When I detect an spammer I change its membership type to "Blocked" and ban his/her IPs too.

This is better than just delete their profile, because the user database remembers his/her e-mail and they can register again with the same address. But a list of banned IPs would be a lot better way to get the same result.

Agreed with Easton. It is easier just to suspend user. Suspended profiles aren't allowed use the site. When suspended profile is logged in, he constantly redirected to suspended page and never displayed on the site.
