During registration, there should be check box for members to accept website "Terms of Use" and "Privacy Statement" . the feature should be as follows:

1. As part of the registration process, there should be two mandatory check box for members to accept TOU and Pri State of site. one check box for TOU and other for Pri State.

2. Links to Terms Of Use and Privacy Statement pages should be located where check box are

3. To encourage easy registration, these two check box should be Pre-Selected and member would just click continue/next to go on to next section of registration.

4. If member Uncheck Pre-Selected check box, then there should be a display message warning member to must accept TOU and Pri State. before registration

It can be done via admin panel.

Admin Panel -> Profile Fields -> Create New Profile Field

Choose values:
`field type` = `checkbox`
`field on join page` = checked
`name for join page` = 'I agree ... with <a href="tos_page_url_">Terms of Use[/url]'
`field is required = 'checked'

Try to do that. We're going to have it as default in the fresh installation.
