We had the same problem. After receiving an email asking for us not to send mass mailings all the time, I just thought that maybe that was the problem. Most likely you are on a shared SQL box like me and have no control on what others are doing. I have not sent mass emailings but once and that was to only 231 members which should not slow down the server that much. I haven't experienced the slowdown since however.
