I've noticed there are 2 different sign-in pages:
1) http://www.skadate.com/demo/  (the standard 'home' page)
2) http://www.skadate.com/demo/member/sign_in.php (a page designed, it seems, for existing members to sign in)

My question is when or how do members reach this other sign-in page?  It seem to me to be rather redundant in many (all?) of the templates.  Maybe it's for if an admin wants to add a "already a member?" link to the first page and not have a login on the main page?  If not, how else can the user arrive on this page (unless they know the URL directly)

This dedicated sign in page pops up when a non-member tries to access a members-only page. For example, you click "Chat" menu it then asks you to log in first. Then lets you in to the chat rooms. On the other hand when you log in from the index page you are taken to the regular member home dashboard.
